SwimSafer Program Singapore

Introduced in 2010, SwimSafer is a National Water Safety Council initiative that is Singapore’s most successful learn-to-swim programme, recognised by all schools, institutions, and water-related sports nationwide.

Steady Swim School provides SwimSafer lessons in swimming complexes and private condominiums.

What is the SwimSafer Programme?

SwimSafer is Singapore’s national water safety programme. Dedicated to increasing water proficiency across the country, the programme encourages swim safety and educates people about the importance of water safety.

The programme has six stages which work to develop water skills and knowledge from beginner to advanced levels during swimming lessons. During each stage, swimming students receive certifications to acknowledge their achievements.

Steady Swim School provides Singapore private swimming classes and condo swimming lessons in line with SwimSafer accreditation. Led by NROC swim coaches, our SwimSafer classes offer effective learning for children and adults.

Over 90% of Steady Swim School students pass their SwimSafer assessment on the first try. Book a trial lesson today!

SwimSafer Stages and Certifications

SwimSafer Stage 1: Introduction to Water Skills

Participants develop confidence and independence in the water. During lessons, students practise entering and exiting the pool safely, and learning basic water safety, including in deep water.

SwimSafer Stage 2: Fundamental Water Skills

Swimsafer students build on foundational skills to swim unassisted for at least 25 metres continuously. During stage 2, we’ll practise stepping into the water without help, sculling, feet-first surface dives, and personal water-safety skills.

SwimSafer Stage 3: Personal & Stroke Development Skills

Stage 3 lessons introduce stride-jump entries, sculling, and underwater skills. Students learn to put on a personal flotation device (PFD) while in the water and swim with it. The main goal is swimming 50 metres continuously.

SwimSafer Stage 4 – Bronze: Personal Survival & Stroke Improvement Skills

Stage 4 will evaluate students on stroke technique and coordinated breathing in deep water. Lessons also introduce throw rescues and additional personal survival skills. The main goal is to  swim 100 metres using front crawl, backstroke, breaststroke, and survival backstroke.

SwimSafer Stage 5 – Silver: Intermediate Personal Survival & Stroke Refinement Skills

Stage 5 will be when students learn the fundamentals of diving and practise responding to emergency scenarios. Lessons focus on efficient swimming strokes for front crawl, breaststroke, backstroke, survival backstroke, sidestroke with timed swimming over 200 metres.

SwimSafer Stage 6 – Gold: Advance Personal Survival & Swimming Skill Proficiency

Stage 6 we’ll be learning to swim strokes with greater ease, efficiency and power over 400 metres. This stage also includes advanced techniques such as using clothing as a flotation aid, putting on a life jacket in the water, and the Heat Escape Lessening Posture (H.E.L.P.) technique.

Which Stage Should My Child Start At?

Every child is different – not all students necessarily need to start at Stage 1. If your child has attended or completed SwimSafer lessons in school, they may have the requisite skills to advance to later stages.

During the first lesson, our swimming instructors will conduct a skill assessment  to test water confidence, floating and stroke ability before recommending a SwimSafer stage.

SwimSafer stages do not need to be completed in succession. Participants who learn quickly can attempt assessment at a higher stage – this applies to those who have past swimming experience but have not achieved official certification.

SwimSafer Assessment & Quiz

All stages of the SwimSafer program will require participants to be formally assessed by a qualified SwimSafer instructor in order to obtain a SwimSafer certificate for each level. All SwimSafer stages require a theory test, which will be conducted online, and a practical test to be completed at a SwimSafer-approved venue. Both components must be passed to become fully certified.

The practical part of the swimming assessment differs for each stage – our instructors can provide step-by-step guidance during lessons to familiarise learners with the assessment format and provide tips to prepare them for the actual test day.

The online quiz portion must be done within 2 weeks of the booked assessment period. To pass the quiz, participants must score at least 90% or higher. Unlimited retakes are allowed.

Since July 2025, registration, assessment and the quiz run through the national CAMS platform managed by Singapore Aquatics, and e-certificates are retrieved through FileSG. Steady Swim School’s coaches can provide guidance on the CAMS registration process for SwimSafer assessments.
